Job vacancy rate in the EU by sector Q3 2023

Construction was the economic sector which saw the greatest job vacancy rate in the EU in 2023, with a rate of 3.4 percent in quarter three of that year. Services saw a lower rate in the same quarter, at 2.9 percent, while industry saw the lowest job vacancy rate of all, at two percent. The job vacancy rate in all sectors saw a spike during the reopening of European economies in 2021 and 2022 following the pandemic-related shutdown of economies in 2020. The job vacancy rate in all sectors reached a historic peak in quarter two of 2022, after which they have begun to decline gradually.

A 'job vacancy' is defined as a paid post that is newly created, unoccupied, or about to become vacant: (a) for which the employer is taking active steps and is prepared to take further steps to find a suitable candidate from outside the enterprise concerned; and (b) which the employer intends to fill either immediately or within a specific period of time.

The job vacancy rate (JVR) measures the proportion of total posts that are vacant, according to the definition of job vacancy above, expressed as a percentage as follows: JVR = number of job vacancies / (number of occupied posts + number of job vacancies).
